Abstract

OMV, Austria’s integrated energy, fuels, and chemicals company, and Masdar, a global clean energy leader based in the UAE, have signed a binding agreement to establish a joint venture (JV) for the financing, construction, and operation of a 140 MW green hydrogen electrolyzer plant in Bruck an der Leitha, Austria.
Set to be one of Europe’s largest green hydrogen facilities, the project marks a significant milestone in OMV’s decarbonization strategy and Austria’s transition toward a hydrogen-based economy. Construction began in September 2025, with commissioning targeted for 2027.
Under the terms of the agreement, OMV will hold a majority stake in the JV, while Masdar will own 49%. The partnership combines OMV’s strategic leadership under its integrated Fuels and Chemicals business with Masdar’s global expertise in clean energy project development and operations. The plant will use renewable electricity to produce green hydrogen, which OMV will utilize to decarbonize its Schwechat refinery.
The collaboration also sets the stage for broader cooperation between the two companies in developing green hydrogen, synthetic sustainable aviation fuels (e-SAF), and synthetic chemicals across the UAE and Central and Northern Europe. The JV is expected to be finalized in early 2026, subject to regulatory and shareholder approvals.
The signing took place at ADIPEC in Abu Dhabi, witnessed by H.E. Dr. Sultan Ahmed Al Jaber, UAE Minister of Industry and Advanced Technology and Chairman of Masdar; H.E. Dr. Wolfgang Hattmannsdorfer, Austria’s Federal Minister of Economy, Energy and Tourism; Dr. Alfred Stern, Chairman and CEO of OMV; and Mohamed Jameel Al Ramahi, CEO of Masdar.

Masdar CEO Mohamed Jameel Al Ramahi highlighted the partnership as a key step in expanding Masdar’s hydrogen footprint in Europe, reinforcing UAE-Austria collaboration in advancing the clean energy transition.
